No. Currently it's 218.111.x.x only.
They'll run out of addresses soon and we'll probably see a new range reported by 4mbps users.

The error message is different. If there's not enough IP addresses, the error will say something like "xxx could not allocate IP address" instead of the generic "Error xxx" message, i.e. error 691

The thing is this, if the 2nd installer just lets the user have the 4mb just for the sake of pleasing the user, and the status of the line is unchanged (i.e. very bad attenuation), then the user will still be unhappy and end up paying more for a service that is not supposed to be offered in the first place. Please be certain of the line conditions before you put out more of your hard earned money.

It's because of the location, not the protocol. Try http downloads from the same source in Taiwan, you will get close/similiar results.
