When I am in my hse now, he can get alot of IP range.

not really, copper line can support up to 8mbps. while the new ADSL2+ can support up to 24mpbs,

ping nothing to do with your streamyx package. 512kbps alsocan get 10ms from cS.

Anyone here got other IP other than 218.111 ?

DC is because of his line problem... either can not support 4mb or low margin.
he need to wait for 2-3weeks to get 218.111. ( correct me if wrong)

what is capped ?

Hse phone no problem, but his old phone copper is old/bad quality, caused DC.

Since when he can't get 218.111 ?
Only after May all 4MB can gets 218.111.

before May all random IP's.

Yes, USE ADSL2+ can gain slightly better margin. ( base on availability in ur area )
sometime if u upgrade to 4mb, they will change it to ADSL2+

Re-wiring your internal and External telephone line.
