High rise problem I faced, water leak

Hi,
I kinda regret getting a high rise, there some water leak mark appear from my bathroom concrete roof, and believed is leak from my top unit neighbor. Because everytime they using the bathroom, the roof will start to wet. All the water resist paint I placed also all peel out. The JMB is doing shitty job and leave me to enter nego with the top unit owner.
When I asked them to fix it, they said they will fix only if I pay. That was crazy because I fix my leak to my below unit myself.
Is there any akta or legal action I can take against them?

Under the strata title act, if the leak culprit is found to be come from upstair defect, the upstair owner need to fix the defect. Some details were published in newspapaper. https://www.thestar.com.my/business/busines...ving-nightmare/Nowadays, one can file the complaint to tribunal as well.
