Charge them higher (full amout) if they are:
- Foreigners
- Smoker
Others we should remain now, subsidised meds. Rm20 charge instead of rm1 is ok.
Don't angry no medicine coz docs need higher pay, emoluments in 2018 has risen 144.6%
