I know that Citibank and SCB charges a flat fee of RM12 per withdrawal. Not sure about the rest.

Alrajhi bank charges RM4 per withdrawal.

So will my money will instantly debit(reduce) once I booked the hotel online when i use debit card?  Or the hotel only debit my after I check out from the hotel? anybody can explain it to me...

Here is my experience while staying in Hong Kong.

Usually the hotel will charge a deposit when you check in. If the hotel room is RM300 & you are staying for 2 nights, they will take around RM900 off your debit card.

Upon checking out, they will reverse the fund and charge you the actual charges but then this wont be reflected in your balance immediately. This will only happen after 4-7 days of the transaction.

As for my Hong Kong deposit, it took about a month for it to be reflected into my account balance. This depends on hotel.

Which bank offers the lowest withdrawal charge and convertion of foreign exchange rate without or with lowest additional admin charge on withdrawal made through ATMs in overseas?

I believe it is Al Rajhi Bank. RM4 per withdrawal overseas. I didn't mind keeping my funds in Malaysia while traveling and withdrawing it at ATM machines with VISA logo in it. Foreign currency rates also quite reasonable.

I had no issues coz the bank's T&C did state that withdrawal fees @ overseas ATM is RM12. So long they did not exceed this amount then I have no issues with the bank. (Cheaper fees would be a bonus) Compare RM 12 with credit card ATM withdrawal fees (I once pay more than a hundred bucks back then), it is still cheap.

Anyway, it makes sense that both parties want to make money out of you.

Al Rajhi only charges RM4 for overseas withdrawal.
