i also facing this problem. i call al rajhi bank customer service and she telling me because u verified paypal is not buying thing, is paypal charge u , so al rajhi debit card cannot complete verified paypal. she telling me 1 method, use credit as ur primary card. al rajhi debit card as ur secondary card. using credit card verify ur paypal. withdraw $$ form paypal using al rajhi debit card.
currently i'm a student, i dun have credit card. so i will try to buy a virtual credit card (VCC) from lowyat member. Try to verify paypal.
