> How to courier item with Li Ion battery

Dear all
Lately I have attempted to courier an electronic item containing Li Ion battery to East Malaysia from Semenanjung.
But I was rejected by the courier agent because Li Ion battery is not permitted for air cargo.
And with my limited research, Li Ion battery is classified under dangerous item under these laws:
Malaysian Civil Aviation Act 1969 No.66 &67,
Act 3 Malaysian Civil Aviation Act 1969
•1st Offence :Individual fine RM 50,000 and /or not more than 3 years imprisonment.
Corporate :RM 100,000.
•2nd Offence:Individual fine RM 100,000 and /or not more than 3 yrs imprisonment.
Corporate :RM 150,000.

So I was wondering if we have to send items containing Li Ion battery to East Malaysia, what will be the available option(s)?
Of course certain country accept the item as long as the battery is installed in the device itself but this is simply not applicable in my case.
