This will be a college ghetto. Most of the tenants will be students and from my experience, students do not take care of shit unless they enrolled into better courses (eg. medicine / dentistry) or they are more matured students doing masters and PHD. I wouldn't hold my breathe for those newbie college kids to be civil in taking care of the apartments.
