Guys as you can see I've bought this game in steam but the thing is when I start the game I get this kind of screen as shown in the picture tried all the troubleshoot in the steam forum to no avail can someone help me with this?

from your post, you can try playing around with resolution and toggling between full/borderless/windowed mode and see if it helps.

The game is full of bugs, i refunded it moments after i ran it. I just couldn't bear playing with "generic" controller overlays. It crashes randomly and fps drops here and there even on 8700k/1080ti. Better wait for further updates and fixes before heading towards dissappointment halfway through.
