Hi, usually research university such as UM, UPM offers post doc fellowship scheme. What you can do is try to contact the potential PI, who you interested to work with, ask if he/she keens to take post doc. PI will need to meet certain criteria before he/she can take post doc, for example: the amount of grant on hand and so on. Best is to get contacted with PI directly. May I know which field are you from?
