Whether you need PD or not depends on what else you need to charge, if purely for the phone then go for ones with qc only without pd. PD is for when you need to charge some USB C laptops or Nintendo switch.

Correct me if I am wrong but I think the Xiaomi is only QC 2.0 output. And input is micro USB. Since the Samsung uses Type C, you will have to carry an extra micro USB cable around. And the Pineng might be slightly lighter in weight, probably by 10 gm or so.
