It's obvious now that Roman is struggling financially to compete with the bigger and richer oil tycoons and balancing that with the new stadium investment.
It's also possible that "unfavourable investment climate" is part of the ongoing war between the Russian oligarch with the British government. If the British isn't even willing to give him a investor visa he sure as hell won't be investing up to a billion that will benefit mainly the British. The Serie A champions want to re-sign Morata this summer and have already opened transfer talks with Chelsea. Chelsea may be convinced to sell if they can use the funds to buy another elite striker, while Juventus think it is time to move Higuain on. Juventus paid £75.3milion for Higuain in the summer of 2016 after the former Real Madrid star enjoyed a record-breaking season at Napoli. Higuain has helped Juventus win back-to-back league titles, but the Evening Standard claim the Italians have made contact with Chelsea over a swap deal. Juventus worry Higuain is about to start declining after 23 goals in 50 appearances last season. Chelsea have already rejected an approach from Juventus to bring Morata to the club on a two-year loan deal. Selling Higuain to Chelsea would seemingly solve the Blues’ problem of losing their No.1 striker, but the London club rarely invest heavily in players over the age of 30. Higuain earns £125,000 a week at Juventus, while Chelsea may be tempted to give Morata more time to settle at Stamford Bridge. There is set to be a changeover of manager at Chelsea, with Antonio Conte on the verge of being sacked. Former Napoli boss Maurizio Sarri was the favourite to take over from Conte, but that deal seems to have been sunk by the fact Chelsea refused to pay the Italian’s former employers a compensation fee. Sarri reportedly told Chelsea if he was to be their new head coach, he would want Higuain as his first signing.
