Just remove the PCB chip board.  Easy to remove.

Bring it to any electrical shop.  Just say this is Panasonic fan.  They will know what to do.  It's a common problem.

No need to remove the blades

Just remove the centre plastic cover.  The inner cap you may need to remove the 4 screws.  Not sure yours is which model

Once you remove the plastic cover.... You can just remove the PCB board.  The PCB should be clip on.  Before this You need to remove the two clipped cables first.

thanks, mine one looks like this, not sure what model is it since bought many years ago :-)

the centre plastic cover, i have hard time to turn it to unlock it :-(

if i switch off the power of the fan, will there be any current flow through the PCB board if i remove it? I don't want to get electrical shock ..ha.ha

Same as mine

Use a bit of force to twist open the outter cap.
Did you twist the right direction?
After remove this outter cover.... The center cover will have 4 screws.

I just switch off the fan when removing the PCB.
If you want to be sure, just off the main power.  Better to be safe than sorry.
