Yeah, you are right.. imo, to achieve that "sense", an individual needs to practice, practice, practice.. very important in the arts industry.

But don't just practice.. try to understand the element, theory side too. Being too technical without your own touch can be quite fatal too be honest.
If you're interested to get into this kind of work, go and knock any photo studio or photo agency.. you're willing to be assistant or intern for a month or 2.
Learn a few stuff, business side, dealing with the client and also observe how photographer do their work and also how photographer discuss with his/her own retoucher team or is the photographer do themself, observe again how they do the flow. That's the fastest way to understand.

I'm in this field for almost 10 years. It takes 5 years for me to finally understand the whole aspect.
As long you still have the fire in you onwards... just don't give up because it is a very competitive industry. Keep on doing...
