Does maxis throttle certain website?, Torrent, streaming, gaming

Hello. I read some people said that maxis throttle the connection on some streaming and gaming, causing the speed to drop on certain time. Is this true because I'm still choosing between maxis 30mbps and unifi 30mbps. Thank you
