hi, anyone using 100mbps? max i got is always 90~92/3 only. is that normal?

i made a complain to TM support yesterday (live chat) and they say if i can get 80% of the speed then they will consider the line is OK. They also said is stated in TnC then i asked to show me then they close my chat. period
