Fast Charge Rest for Dragonite, only steel wing and dragon tail?

I have been using all 10 of my fast charge for my Dragonite, and i only get Steel Wing and Dragon Tail alternatively. i thought i can get Dragon Breathe but looks like its only limited to these 2 moves now?
