Why Shopee is cheaper than Lazada/11street?

The bolded is no longer the case somewhere around Jan2019 if i remember correctly. I'm not sure about shipping fee part due to i provide transporter. Actually, Shopee has a worst refund and return policy! That's why Lazada items is so expensive because of better refund and return policy.
Free shipping also useless in Shopee due to this poor policy that could targeted to some customers who buy items but something goes wrong after purchases.

may i know in details because i read both side before and it seems similar?.... from seller pov, encountered one or two return/refund request both platform in very seldom occasion with reason being merapu type. selling item for 200 but expecting 5k quality
