of course they still come personally to sight the meter readings, what has been digitized is the billings only, not the manner in which the readings are captured. you can lock the compartment where the meter sits but if the staffs cannot read the meter then they will issue you a "bil anggaran" then you need to check whether such bill is accurate to your usage.
