I regulary cleanup my whatsapp,
Using 5 year still less that 5GB,
Current device internal stotage 16GB
If something old photo/video i not sure
I will move all old thing to memory card
Create a folder contain .nomedia file
So will hide from gallery

Sometime whatsapp takeup space is whatsapp daily backup
Databases folder, i have seen someone phone more tahy 2 year never delete a chat
And he database more that 2GB

Not yet test 2k
Max amt i use is RM665
If you read samsung pay thread, you may notice some card even have high limit can't use over RM250

IIRC, oreo can set notification priority, try go to device setting, search for that apps, set lower priority.
