Having issue with Blend for Visual Studio, UWP

Hi all, is there anyone using Blend for Visual Studio do draw animation for UWP application?
I am facing few issues now.
1. I am unable to select pen tools, paint bucket and eye dropper. 2. The shape drawing tools only have 2 selections which is ellipse and rectangle. 3. Under the "Object and Timeline" tab, there is no green plus sign for me to add storyboard.
Does anyone know what's wrong with my Blend ?

I can Windows form, it's lot easier. And UWP is latest, you can took a look at my site. UWP animations and multi screen scaling is painful. And few other things you going to discover it later on. Some features need a business developer account.
