QC2.0 and QC3.0 doesn't differs in terms of charging speed. It's just QC3.0 is have more voltage and amperage steps to have more efficient charging. Both had the same maximum charging wattage so they will charge at the same rate if both are charging at highest possible wattage. However QC2.0 only had 3 steps so if the phone started to heat up excessively, it would lower the wattage significantly but QC3.0 had much more steps so wattage doesn't decrease by much so provided if the temperature is ideal, both should be similar charging time taken.

Saying QC3.0 is faster than QC2.0 is only partially right.

Samsung charger doesn't seems to use common standard as QC2.0/3.0 so the worst case would be charging at 5V2A

Just order it and make a payment. If you use DHL, you will very likely get slapped with tax. Other method risk are so low that it is almost non-existence.

You can try any kind of powerbank you want but the bottom line is if your phone motherboard won't even accept charge the phone battery, you are just wasting your money buying all these stuff hoping it will work.
