If still the same, maybe your device has some hardware problem.

When your current is 9.6.4, it will download full 9.6.4 ROM If you want to manually update to MIUI 10, place the OTA file available on previous page and place it on your internal storage "downloaded_rom" folder then select "choose update package" in the updater menu to install.
