Not sure, but if you are using Redmi Note 5 AI China you'll need to flash to Global ROM from Chinese ROM to change it.

One of it is rooting. Unlocking bootloader will enable you to do flashing, custom ROMs etc. But if your phone is stolen, the thief can just flash a new ROM into your phone without get blocked by the locked bootloader.

Correct me if I'm wrong.

I believe that you were receiving 9.2.13 with Nougat ROM before this, which was removed.

9.5.13 on Oreo is the latest one that all RN5 variants should receive.
