Old house ceiling fan only work at speed 5., Fan issue or the electric regulator pbl?

CNY balik kampung. Back to my own room.
Found out my room old ceiling fan. Only work at speed no. 5 If select 1-4. All stop working. Like work as no. 0 Is it fan problem or the electric regulator problem? My dad said he ask repair man. He said it is fan problem. My thought is since the fan is working on speed no. 5. Should be the regulator problem right?
