Guys,
i subscribe to 200gb iCloud and share it with my wife. I can see that family has a total of 20gb on icloud but issue the file size in my wife phone is not reduce at all.
I tick the option to optimise iphone storage. I believe this can free up some space on the device storage but it is not happening.

iCloud won't increase your phone capacity. It merely move some pics to cloud only. Best is to clear all the pics manually and sync back to iCloud on the PC.
Alternatively, trade in current iPhone for larger capacity one.

After delete manually, dun forget to empty thrash the ‘Recently Deleted’ folders too

If I delete photo from phone, it will not deleted from the icloud?

Plug in your iPhone to the power and connect to wifi, the upload will continue to run in he background.
