I mean your monitor is connector to GPU or motherboard's internal display port...

If you confirm your monitor is working fine and not using external GPU, then most propobaly is your motherboard problem.
Internal display port is part of your motherboard.

You monitor cable?
The problem only happen in windows?
Do you face the same problem in BIOS?
