Yes, you can still apply on August. You have to declare that you want 2+2 or else they will give you full local programme. However, on your second year, you can still change the local programme to credit transfer programme, provided the partner unis still have seats left and you have to get min 3.0 GPA in all your semester results.So it is safer to apply for credit transfer program at point of entry.
