Hardware PC cannot boot., No post. Keep looping

Morning guys.

I turned on the pc all the lights and fan will come out but no display/no post. Then after few seconds, it will automatically shut down and will start back again. This process is repeated with no end. Just assembled this PC from scratch, all used item.

I can't really find the source of the problem because i don't have any spare motherboard to test with. But what could be the cause of this problem ? Help is much appreciated.

How to check event log if the pc cannot boot. Btw tried with another psu. Still the same.

When I replace with another CMOS battery, it won't start at all. No response. Any idea ?

if youve tried everything everyone suggested including the link i posted, then youve pretty much narrowed it down to the mobo, so just get a mobo.

if you dont want to spend on parts first, bring it to any pc shop and ask them test. no point guessing which part faulty.
