I am an artist and i bought Dell 21.5" Dell S2240L cause it is IPS and has good color transfer as for a Chinese one.
But i bought a glossy one, not a matt one. DON'T MAKE THAT MISTAKE. You can see yourself like in a mirror in any time of day and its frustrating.
So the conclusion: Dell is great cause its too cheap for that quality it can give you.
The rest will depend out of your needs.

Need good graphic card

Can't compare Dell just like that, they have many series for different use.
Mine is Dell U2417h, Full HD and show 99% colour accuracy, best in class.

So you might also check the connector, VGA, HDMI, DP?
Maybe your VGA connection just out of sync, just need to AUTO readjust then it become clear again? Can't tell cause know nothing about your Samsung.

Also the purpose? Heavy gaming, movie, photoshop?
