Im answering last paragraph.

Provided u service the loan for certain amount of time ie: over N years/or percentage of outstanding being paid; they will give you the grant even if still on loan.
I might be wrong but the reasoning behind is to reduce storage cost from financier.

Other conditions:
- prompt pay customer is a must
- no adverse credit history

now the JPJ using VOC (vehicle ownership certificate) or old type pink slip, and bank doesn't bother to let you take home original as
1) all data is now on-line
2) e-HakMilik will not let you transfer your vehicle if the vehicle still have outstanding loan unless it's done by Financier/Bank

I noticed most banks dont entertain buy/sell direct between owners and prefer to deal with car dealers..

If the selling cars owner is 2nd owner and Im the 3rd owner if bought the car..For the tenure years cannot goes up to 9 years?

If you don't have time, I suggest you get runner to do it for you.

They can help with handling puspakom, insurance&roadtax and possibly bank loan.

Someone need to handle the transfer of ownership because you are getting bank loan, bank will need to keep the geran. This part I am not sure who handle. Possibly someone from the bank? Wait...let me check with my insurance agent.

Edit:
Ok, just spoke to my insurance agent. He said first you need to handle the bank loan. For buyer's side a bank officer will need to handle the load application for you. You can get an office from current bank where you already have loan. Easier for them to approve your loan as they already have all your details. Once loan part is done then puspakom and after that insurance/roadtax.

Personally, I would let me insurance agent handle this for me. He is very experience in this. I don't have time to waste figuring this out. I trust my agent who has been handling all these for me for many years.

1. Check the car at puspakom
2. Go jpj to transfer owner ship
3. Buy insurance
4. Buy road tax

Insurance must buy before road tax. Insurance can be bought before or after change ownership but better buy before so that at jpj after u change ownership can straight buy the road tax at jpj.

Transfer ownership must both old owner and new owner thumbprints.

need to check with Bank. only bank can tell if you can take long loan for the vehicle type. doesnt matter if its korean or malaysian.. popular models will be easier to get loan.

Better pay a deposit and get the seller to do Puspakom first before you buy insurance. If cannot pass Puspakom you don't have be hassled getting back your insurance premium.

You can buy insurance online and get 10% discount. Puspakom inspection is the seller's responsibility. Ownership transfer you need to be present at JPJ yourself. Road tax buy at JPJ (same counter) after ownership transfer. You don't need a runner at all.

I don't remember how much he charge. Cause I pay everything including insurance and roadtax to him.

Transfer ownership can only be done after insurance/road tax. JPJ will ask for those information before allowing your to transfer ownership. Unless you deal with used car dealer which have system access to JPJ, they can do owner transfer without insurance/road tax.

Also, if you are getting loan from bank, things will be a bit more complicated because bank need to hold your grant. They also need to settle payment with the seller and so on.

Just get a professional to do it for you.

Bought my car 3 months ago, tried online but lazy to read up on 2nd hand car purchase, so just walk in to nearest axa insurance and purchase from counter, got 10% but no more free gifts...
