which one is better in terms of performance n value for money > silverstone ST750F or Thermaltake Tough Power 750W? or any other model u guys can recommend

Hi, after i turn my computer on standby (sleep) my psu (corsair TX650M) makes a buzzing/low pitched whine noise. I can hear it clearly when I put my ear right up next to the PSU even I stand beside next to it. Just a little concerned about the buzzing. Is it normal?
