Advise you go down to site, checking 1st whether it is partially rusted or how many % surface rusted.
Again, do your due diligence 1st before salesman talk here.

Boss, that clause apply to normal % of surface rust caused by normal water so is acceptable. Caused by Acidic Rain and keep at site very long is not acceptable and have to send for testing. Wash out the rust of rebar on site is very normal procedure in Singapore and Australia, maybe not in Bolehland, cheers.
