Boss, that clause apply to normal % of surface rust caused by normal water so is acceptable. Caused by Acidic Rain and keep at site very long is not acceptable and have to send for testing. Wash out the rust of rebar on site is very normal procedure in Singapore and Australia, maybe not in Bolehland, cheers.

From what I can see from the photo, the rust is normal only. You think if the condition is severe, the consultant engineer dare to take responsibility and sign ah?
You working in the site? How you know they didn't do testing for the steel bars?
Don't provide such negative judgement on a developer and property based on your thoughts from a photo la. You don't know how the buyer and investor will feel if they blindly listen to your "professional" opinion.

According to BIS, rust should not be more than 20% which has been tested and certified

The concern with rust is how the iron rebar being stored and protected from the elements

Washing is common but you know Malaysia anything is possible like you said rclxms.gif
