if he is employed then he should have EPF or something, the address of his workplace should be available in KWSP databank...

or if he is a registered voter, u can go to SPA (suruhanjaya pilihanraya website), u could find out where he lives (IC No. required), this however is not very specific though~

or you could ask a friend that works in the National Registry (Jabatan Pendaftaran Negara) to dig some info on him~
