Program that can lock the hosts file

My sis has been chatting with strangers online and my parents have forbade her to do so but she's being a stupid brat so now I have to lock up all the messengers.
However she's now onto web messengers and I've changed the HOSTS file so that she cant access these sites. But she somehow she found out about this. I'm using File & Folder Protector but it doesnt allow me to lock/protect system files so is there any alternative and small programs that could do the task?

I assume you are login as admin, change your password and then setup a guest account for your sis, so she wont have access to your admin acc. After that go to your network tcpip and block the web messager ip from there. If she still be able to go to the web, then lock the ip from your modem router.

is it some kinda like block a certain port so unable to access to the particular software ?

Whats the problem with chatting online?
I suggest u have a talk with her...rather than blocking like that... If she chat 24x7 and ignore homeworks then just lock the pc entirely...
Make some rules and make sure she obey it.
Added on May 5, 2007, 8:23 pmI've been in your sis footstep last time.. My bro took out the power cable to CPU (main power cable) and i went to bought a new cable lolz.....
