Android App to Draw or Edit Snapshots or PDF

Would like to ask. What is the app for Android that we can use to edit say a snapshot or file in any format (jpeg, pdf etc.). Say the snapshot is an article and I want to highlight a sentence with colour, underline the text, circle the text or create box to highlight a sentence. If on Windows, we can usually use Paint to carry out the edit. But for a smartphone, what app do we use?

On Note 8 I use Write on PDF

I just found out that before we send an attachment or snapshot via Whatsapp, we can edit the file. Just thinking if we have more advanced app to do more complicated stuff or something. Anyway it's okay. Will check on "Write on PDF". Thanks.
