Hmm, I'd suggest as below:

1) Start a competition with a theme/scope (example: Your morning life with Milo)
2) Promote it on social media and press
3) Explain how will the winner be judged - public vote? a jury panel? and also prizes offered
4) Announce winner at the end of contest period
5) Give out the prizes to winner(s)

Say, if you wish to acquire the winner's video in the end, then you probably have to find a lawyer / copyrighter or MY IPO to transfer the ownership to the organizer (you).

Hmm, I'm not sure about the market prize though. However I think you can set your prize pool budget based on the quality of video expected.

Example, if you are expecting simple videos without serious editing, then maybe can put a few hundred ringgit.
If you want something same level like proper commercial ads, then you may need at least a few thousand ringgit.
Otherwise prize money not enough to share with the entire team.

All in all, the higher budget you got, the more participants you can attract.
By the way, why limited to students only though? Budget limitation?

Thank for reply, yes first will be budget problem 2nd will be need like student to do in their school. Example let them to do in their assignment + competiton ? I dont have any idea of how do i contact and got peoples did this before ? In the end if cannot contact i need post to public let all to participate this program.

Hmm, in this case it's better to choose college/university compared to school then.
Coz they have more flexibility and probably easier approval from the management.
