Yup need undervolt+repaste (preferably LM). Also need to add thermal pads.

XPS 15 has many issues (besides cooling) which is unacceptable for this kind of price

Surface has better display if I'm not mistaken. However the CPU is outdated, maintenance is almost impossible and some reports claim that Surface has poor reliability

If you don't need those business features then you can get Ultrabook at much lower price. Also, RAM and SSD upgrades are usually cheaper if you do manual upgrade
