Whats the major difference between this 2? vx3209-2k and vx3276-2k-mhd

Both are
1. RM1299
2. 31.5inch
3. IPS

Difference are
vx3209-2k is 8ms

vx3276-2k-mhd is 3ms

ALso, which of this 2 model is newer?

I believe that model is different. Its the fullhd version, not 2k version.
