1. Yes, PPA1M, and most of the other affordable housing can be rented out. SPA only have clauses preventing selling within moratorium period, I think. 2. Depending on how you value it. Some would say affordable housing has really low quality construction, and as such, normal free cost house would still have their target market. This is true to certain extent, but when quality and facilities is not on the tenants' mind, then it would be a problem for the free cost houses around. Zooming out a bit, and you can see these few thousands of units concentrating on a small area, how would the jam be in the future? I can't really tell as well honestly, just something in my mind.
Zooming out even further, the whole Bukit Jalil area has so many thousands of units under construction now, just betting on Pavilion 2 and some projects such as KL Sports City (I think that's what it's called haha). How long they'll take, and whether they'll even be successful, that'll determine how long you'll need to hold to your investment units.
