Developer responsibility to check ahead and moreover so many red tape need go thru before issue APDL. Highly doubt is ground issue cuz if not suitable either one would have stop it ahead before APDL issued. Unless undertable sign-off or multiple agency sleeping. Which is a big issue not only for Como but for all condo that build during the same period. Either one collapse and life loss then only probe and blame game.
I believe is stalled due to bad sales at wrong pricing and no deep pocket to continue + covid + material price in 2017 compare to 2020 is almost 2-3 fold. Small developer can choose to wound up cause it’s separate legal entity. And rejoin the game few years later.
