It's not that simple. Some prefer to go for lower tier plans to save on phone bills (rather than taking a higher plan for which they do not utilize just for the subsidized phone) or some are on existing contracts, etc.

Of course, there are those who can afford to just buy outright but that doesn't make them less smart either.
