If their aim is to attract previous or old skool gamers, a 1/1/1 rate server would deter many of them from coming back, since most of them would've been working adults now, not much time to play let alone grind to oblivion just for 1 level.

I miss those days in Sakray where the rate was just nice and no 3rd jobs, not to mention a lot less bots. Had the time of my life. Now got kids and a hectic job, no more time to play. Kids nowadays don't play this shit with crappy graphics.
