No difference , all genuine branded oils (like Shell etc) from overseas that is blended to a certain API and/or ACEA specifications has similar additive package as 'registered' with API/ACEA.
Hence they are suitable for cars in importing countries that recommends the 'appropriate' specifications.
Say for example , your MB xyz car recommends oils with 'MB approval 229.5' and there is a 'genuine' Shell Ultra 5W40 with:

....whether blended in Hong Kong, Thailand or UK would carry the same additive package approved by Shell (International) , and hence this oil is suitable for ALL MB xyz cars across the world.
However , do note the quality of gasoline used though as in sulphur ppm which would influence the oil change intervals, not oil suitability!

'Genuine' Shell oil here does not mean oils from Shell Malaysia, which are real pricy and cut throat.
