Ah, but can you offer sexual favors for free passage instead of shooting them up? That my friends is where Fallout 3 will win.

So yeah, 90% of the time I'm using the shotgun just because there's no guns more worthy than it (don't even get me started with the minigun...).

I've completely ditched VATS btw. Kinda regretted maxing my agility. Should have maxed charisma, intelligence and strength instead. Perception, agility and luck are practically useless.

What's your small guns skill? Correct me if I'm wrong but those percentage numbers in VATS, they're still there outside of it. Your shooting is still gonna be shitty if your weapon skill is at 15%. Think of it this way: those shooters you played, they're fallout characters with 100% plus weapon skill.
