how to check karma ? lulz

i dont think i saw karma at my pipboy lol
just started off the game..duno where to go
went to the underground subway and had to quickload a few times to kill the Glowing One

ive seen Rad +2/sec or things like that but i dont know waht does it do
and also.what is this screen blurring at times ? i cant see anyting lol
