I believe this has nvr been asked before, so here goes.

What are the risks of selling funds to unverified Paypal users?

Just to clarify:
I mean risk to the SELLER, not buyer.
(I know buyer always face risks)

MY users cannot accept funds without adding CC.

But unverified users from other countries like US,CA, UK can accept funds within a certain limit.

Wah shakehead.gif but as u said, "worst case scenartio" so the risk of paypal taking such drastic action is very small rite?

that'd be akin to me selling guns legally to a guy, guy kills his wife with the gun, and authorities jail me for selling the gun.
