selling Paypal to unverified users, any risk?

I believe this has nvr been asked before, so here goes.
What are the risks of selling funds to unverified Paypal users? Just to clarify: I mean risk to the SELLER, not buyer. (I know buyer always face risks) |

MY users cannot accept funds without adding CC.
But unverified users from other countries like US,CA, UK can accept funds within a certain limit. |
