1) as long as they failed to pay the monthly rental in accordance to the agreement or breached any terms which warrants a termination, serve them the forfeiture notice; and
2) legal eviction is only legal through a court order; and
3) any other method in attempting to seize the property back without the tenant's "consent" and a court order is improper and you may be subjected to criminal prosecution.

TNB account now does not only binds the account holder but also the property itself and you are right. Even if TNB does not come after you for the outstanding, so as long as there is outstanding owing in respect of the supplies to the property, any registration of new account on it will be denied.
Maybe you should talk to the family explaining to them the circumstances of increasing the deposit. They are a family so I'm sure they wouldn't want to get evicted, they are struggling to make ends meet so as long as they remain friendly, treat them well and they will do the same to you and the property.
Let them know you have your own predicament as well.
