Extra cost unless you can rent the scaffolding and coordinate the other needed work in that area. Something a main contractor will factor into the costing.

iron works contractors only use ladder
rarely house have this type of window so scaffolding is a waste
some more from my observations based on most of the house break on my area thief coming from kitchen

Normally window grill guy are usually specialised artisan and they would expect working from floor to say 10-12 feet. Certain equipment don't lend readily to lugging whilst working at such height and a stable platform like scaffolding will be required.
